1. I have seen your minute of 1 August to Mr Quantrill (who is on leave) about Mr Roberts' proposal that Mr Wilson's responsibilities should be extended to China.

You rightly point out that Mr Wilson is based in Hong Kong purely for convenience and that he is not answerable to the Governor. It would nevertheless be an appropriate courtesy to seek the Hong Kong Government's concurrence before any formal steps are taken to extend his area of responsibility.
