will no doubt bear in mind that he will continue to be resident in Hong Kong; and that the continuance of the BCARFE post after May 1981 is by no means assured. I shall be seeing Graeme Wilson at the end of his leave on 31 August, and would welcome a first reaction from you before then.

In this context I should add that the present squeeze on staff numbers may well cause us to have more air services negotiations than in the past led on our side at Principal level. If so, we may take a not wholly sympathetic line to pleas that this will give grave offence in Ruritania, whose delegation will be led by the Secretary-General of the Ruritanian Ministry of Transport. Clearly, I would not send anyone out as leader of a delegation unless I was satisfied that he (or she) could do the job properly: but one cannot expect that the consequences of abolishing an Assistant Secretary post in this Division will be wholly painless.
