Urban Council

The Hong Kong Civic Association urges the British Government to increase the number of elected Urban Council seats from 6 to 8 for the 1981 Urban Council Election.

A new generation is rising in our midst who wish to see some progress made, even at the municipal level, in the democratic expression of their aspirations on hygiene and other environmental matters, as well as in the development of culture, recreation and leisure.

Even though the scope of responsibilities of the Urban Council is very limited, it is still desirable to encourage more participation in municipal affairs among Hong Kong's 3 - 4 million urban residents.

We therefore urge that a 24th category be added to the Urban Council franchise by including all persons age 21 and above who possess a Hong Kong Birth Certificate. Whether or not they will wish to register as voters and later come out to vote will be their right and privilege.
