The Hong Kong Civic Association extends a warm welcome to you in your position as Minister of State responsible for Hong Kong at the Foreign and Commonwealth Office.

We wish to bring to your attention three important issues about which our Association is concerned.

British Nationality Act 1948

It is likely that the 1977 Green Paper on British Nationality Law will soon come up for review by the new British Government.

Our Association is totally opposed to the Green Paper proposal that Hong Kong British Citizens be classified as "British Overseas Citizens", which would in effect be naming Hong Kong British Citizens as "Second- Class British Citizens".

We propose that in any future legislation we be known simply as " Hong Kong British Citizens", or that Hong Kong, as the largest Colony in the British Commonwealth, be considered as a separate case altogether.

Furthermore, the present one-year multi-entry permit issued to bona fide Hong Kong British Citizens to visit the United Kingdom is too short in duration and should be extended to 4 years, as is the case with U.S.A. visas issued to bona fide Hong Kong residents.

Home Ownership for middle-income families

Within the past 2 years the cost of medium and large-sized apartments have sky-rocketed. The Hong Kong Civic Association urges that a separate Home Ownership Scheme be supported by the Hong Kong Government for middle- income Hong Kong families in the HK$5,000 to $10,000 monthly bracket. rationale for such proposal is given in the attached enclosure.
