.1. Lord Brockway has put down an unstarred question about boat

dwellers in Hong Kong for answer on 7 March (Mr Hamilton's minute of 15 February). I submit the draft nucleus of a winding-up speech, together with supplementary material which could be incorporated into the speech, and a background note.

2. This question follows a starred question on the same subject which Lord Brockway asked on 12 February: at the end of the exchanges on that occasion, he indicated that he intended to pursue the matter further by means of an unstarred question.
