BOAT DWELLERS IN HONG KONG
1. During the debate in the House of Lords on the arrest of
petitioners on 7 March Lord Hylton suggested that the Hong Kong
Government should provide the boat dwellers with building sites
and material so that they could rehouse themselves.
Lord Goronwy-Roberts noted this suggestion in his winding-up speech,
and Mr Hamilton asked us to draw the exchange to the attention
of the Hong Kong Government, (his minute of 14 March).
2. Lord Hylton's suggestion is quite impracticable.
nevertheless sought comments from the Hong Kong Government and
these have now been received (Hong Kong telegram No 417).
