I enclose a letter I have received from the Hong Kong Society for Community Organis- ation, which expresses concern about the treatment of certain of the boat people seeking to present a petition to the Governor requesting to be resettled on land.

I would be grateful to receive your comments on this matter, about which I have received a file of newspaper clippings dealing with a story that 76 people were arrested on their way to petition the Governor.
