I wrote to you on this subject on 21 June and we later discussed it in your office, when I told you that the German and Austrian Consuls General were personally sympathetic, but were having some difficulty in persuading their Governments to introduce the necessary legislation.
Following further discussions with the German Consul General he has now written to me formally stating his Government's position (copy enclosed) and I have replied as in the enclosed copy. There is no need for you to intervene now, but we may have to ask for your help later.
