raised by Your Petitioner. A photocopy of the

aforesaid letter is produced and marked "SFY-7".

Your Petitioner has been and is a young woman

without undesirable habits of any kind and has

been and is a law-abiding person.

Your Petitioner will have a flat of her own and is

having a steady job with good income and at the

same time she also takes care of Uncle So.

Your Petitioner given the opportunity will advance

herself both academically and commercially through

hard works and studies in Hong Kong.

Your Petitioner is therefore aggrieved by the

aforesaid decision of the Director of Immigration.

Your Petitioner humbly appeals to Your Excellency

in Council to allow Your Petitioner to stay in

Hong Kong on the following grounds:-

(a) Your Petitioner by virtue of the one-way

exit permit issued by the Chinese Government

is a legal immigrant under the Hong Kong

Immigration Policy as existed on the 15th

January, 1979. Your Petitioner appeals to

Your Excellency in Council to uphold the

policy of the Hong Kong Government as existed

on the 15th January, 1979 in respect of legal

immigrants. Justice and fair-play dictate

that subsequent change of policy if any as

result of changed circumstances, should not
