aircraft to take such steps as may

be necessary to prevent any person

who is to be removed from Hong Kong

or has been refused permission to land in Hong Kong from landing from the ship or aircraft before it leaves Hong Kong;

to take any detained person in custody to and from any place where his attendance is required;

to arrest without warrant any person required or authorized to be detained by or under the Ordinance.
