REPTTRIATION TO CHINA

Confronted as we are with the immense problem of refugees from Vietnam who are predominantly ethnic Chinese, you can imagine the interest and apprehension with which we read the enclosed story in the Hong Kong Standard on 29 November of Indonesian plans to repatriate to China about 1 million ethnic Chinese. I should imagine that any suggestions of such a large repatriation would be unwelcome to China and that the topic could well be one figuring in discussions within the Indonesian Government on how and when to tackle the question of normalizing relations with China. We should, therefore, be grateful to be included as copy addressees in any reporting which you do on the subject.

Should large numbers of Chinese be returned from Indonesia, this would, of course, present a further danger to us in terms of immigration from China. The vast inflow ve have had from China over the past 2 years (about 265,000 both legal and illegal) has certainly included a number of people who originally returned to China from Indonesia in the mid-60's.
