'Arch-criminals who instigate, orgualde and plan illegal emigration should be severely dealt with according to the law.

(£) Illegal emigrants who steal boats or who assault militiamen, People's Police on PLA, and bad elements who vindictively fra me Border Duty personnel must also be severely dealt with according to the law.

(g) Erroneous talk which incites people to illegally emigrate must be exposed and criti- cised.

(h) The people must be educated not to spread or believe rumours.

(i) People who create or spread rumours instigating people to attempt to cross the border illegally must be investigated and punished.

(j) Everyone has a responsibility to oppose illegal emigration and cadres at all levels must set an example in implementing this notice and must struggle against the escape trend, cadres who violate State policies, laws or decrees in order to escape across the border will be severely punished.

(ii) Canton Radio also reported a 'Nanfong Daily'

editorial on 27th June. The editorial con- tained a passage which said that illegal emigration is a contradiction among the people and that a few bad people' were involved. It

· also said that illegal emigrants should be educated and criticised but NOT discriminated against. As in the Canton Radio broadcast of 16th June (see sub-paragraph above) the editorial also said that people who instigate, organise and plan illegal emigration must be severely punished.
