(a)
Anti-escape Campaign
(i) Canton Radio broadcast a notice issued by the
Guangdong (Kwangtung) Provincial Revolution- ary Committee on 16th June in connection with measures to oppose and halt illegal emigration. The notice contained the following points:
(a) Persons wishing to emigrate must first obtain approval and must leave the country at designated points in possession of exit per- mits.
They must also be in possession of valid papers if they want to enter the border region.
(b) All checkpoints, PS organs and PLA units must stop people who are attempting to cross the border illegally or who enter the border region without papers.
(c) People who attempt to emigrate illegally must be accepted, educated and returned to their place of origin.
(d) People who refuse to correct their actions despite repeated education must be dealt with severely.
