LEGAL IMMIGRANTS
Legal immigrants from China are those who enter
Hong Kong through Lo Wu holding travel documents issued by
the Chinese authorities, but without visas for onward
destinations.
Virtually all of them remain in Hong Kong
with a view to taking up permanent residence.
Those who
hold onward visas or visa promise letters are not regarded as immigrants as they are visitors in transit to a third
country.
Policy

The policy on immigration from China, approved
by ExCo in 1968, provided for very close relatives to come
here for reunion with their families. Since the late 1960's,
the approved policy has ceased to have any practical effect
on actual entry at the border.
Effective control over
entry to Hong Kong at the border has passed to the Chinese
authorities.
Statistics

In 1977, the total number of legal immigrants
Since from China was 25,373, i.e. an average of 70 per day.
the beginning of 1978, the number has increased at an alarming
rate. In 1978, a total of 67,495 immigrants entered Hong Kong
legally. The rate in December 1978 was 310 a day.
The rate
of entry dropped steadily from then to an average of 159 a
day in July 1979 but has increased again to an average of
/about.
