arrangements and in particular when it

would be established.

(b) Immigration and Refugees

The Council noted the contents of

memorandum XCCI(79)7, which was introduced

by the Political Adviser. The Governor

said that it was important to make the

Chinese authorities focus on the immigration

problem and outlined the various steps by

which this might be achieved. The Governor

asked all Members to give further con-

sideration to the problem and said that

he wished to resume the discussion at

next week's meeting. In the meantime,

security operations against illegal

immigrants would be stepped up and the

Government Information Services would

be instructed to promote news items,

particularly on television seen across

the border, which might help to discourage

immigration.
