HONG KONG:
REQUEST FOR MILITARY REINFORCEMENT
1. In his letter of 14 March, Mr Dromgoole asks for three
things:
2.
(a)
(b)
(c)
FCO views on the Governor of Hong Kong's request for
d.
immeidate naval reinforcement and possible reinforcement of the garrison at a later stage (Hong Kong telegrams Nos 351-353);
our comments on his internal minute about the financial and other aspects of the request; and
an indication of what we are doing, politically and diplomatically, to deal with the root causes of the current immigration problem.
I attach a draft reply covering these three points. I have consulted Mr Simons about paragraph 8.
