NEW NATIONALITY LEGISLATION: CONSULTATION WITH DEPENDENCIES
1. Thank you for your circular minute of 1 October.
2. Though I suggested that there was no need to consult the Governor of Pitcairn in advance of the introduction of legislation it would be helpful if a telegram on the lines of your draft were sent (saving) to Wellington, without the obligation to reply by a deadline.
3. The telegram should be accompanied by the Green Paper or whatever document would help the reader identify the proposals in detail.

4. Pitcairn has an expatriate community in New Zealand. Governor will be interested and possibly concerned to know that there is a plan to deprive Pitcairners who acquire New Zealand citizenship and the second generation of Pitcairners living overseas of their UK and Colonies citizenship (or by whatever name the new citizenship is to be known).

On a point of drafting, in paragraph 1 of the telegram, you presumably mean "Executive" or "political advisers" rather than "Legislature". It is not normally practicable to consult a Legislature confidentially.
