I agree with your proposed course of action.
May I offer the following drafting comments:
I agree with the thrust of para 5 of Mr Pettitt's minute of 5 October, but would suggest "Executive Council/Ministers" as an alternative phrase to "legal advisers or legislature".
b.
The telegrams should be addressed to OAGS rather than Governors (since Mr Godden in Anguilla is not a Governor).
C. The "serious political difficulties" referred to in the last sentence of para 3 of the draft submission would not just affect OAGS, but, more importantly, HMG.
d. Can we make any use of the general constitutional point in para 2 onwards of Mr Murray's minute of 4 October to Mr Figg (copied to you) when writing to the Home Office?
