CONSULTATION WITH DEPENDENCIES ON NEW NATIONALITY LEGISLATION

1. The Queen's speech to Parliament announced the

Government's intention to introduce new nationality

legislation. The following are some of the proposals now

being considered which differ from current nationality

provisions. I should be grateful if you would consult your

Executive Council/Ministers on a strictly confidential basis

on whether there are features about the points under con-

sideration which could have particular significance for you.

Categories of Citizenship and Nomenclature.

2. As a variant on the scheme outlined in the 1977 Green

Paper consideration is being given to creating a separate

category for citizens

who belong to existing

dependencies. If introduced the title for such a category
