a title were adopted that included the name of the

dependency it would follow that those holding that

status would be 'belongers" of that territory.

3. There will be no further opportunity for con-

sultation nor of letting dependencies know what has

been decided except possibly a nominal time in advance

of presentation of the Bill and you should discourage

any expectations to the contrary. There will, of

course, be time during the Parliamentary process to

pick up any detail points that might require further

consideration.
