objective of making a fresh start with completely new

titles that clearly differentiate between UK belongers

and others. The proposal also leaves us with titles that

are even more cumbersome than the/present one. On the

other hand, the proposed titles would be accurate

discriptions of the passport/holders' status and would leave immigration officers/in no doubt of the holder's

returnability and the place to which they/could be

returned. Grateful for your comments before the

week-end.

3.

Grateful also for Peking's assessment of whether

the addition of "Hong Kong" to the passports of CUKCS

the

who are Hong Kong belongers would be likely to cause

any problems in our relations/with the Chinese.

4. I would like a chance to go over this whole

subject when I see you in Hong Kong. The essential

point is that your speciál problem is recognised.

How we resolve it should not be beyond us to devise.
