1. We have maintained the Hong Kong case strongly and in

full detail to the Home Office officials and Leonard Figg
and are due to meet them on 17 September to explore ways
out of the impasse. One possibility we are considering is
the retention of the title CUKC for all three categories,
followed by some formula to distinguish between the three
categories, for example the name of the territory in which
the person concerned has right of abode, and "overseas
citizen" for those whose citizenship does not carry the
right of abode anywhere.
2. We expect the Home Office to be very reluctant to
accept this proposal, since it does not achieve their
