the remaining UKPH in India. We therefore need to
establish clearly with the Home Office the extent of
HMG's commitment and seek an assurance that the
Special Voucher Scheme will continue for UKPH from East
Africa, including those who are now in India.
9. Until the major issues referred to in paragraphs
38 above are resolved I submit that it would be
premature for the Home Office to put the Bill to the
Home Affairs Committee and propose that a meeting be
held at Assitant Under-Secretary level to discuss the
outstanding differences. A draft reply to Mr Butler's
letter from the Private Secretary, to this effect, is
submitted herewith.
