the dependencies concerned and possibly have an adverse

affect on our relations with the neighbouring

territories.

Although a change of nomenclature will

not entirely resolve all the difficulties, since some

of the dependencies still hope for freedom from

immigration control in the United Kingdom, it will be

greatly in the FCO's interest if the existing CUKC's

are divided into three basic categories, instead of

two:

i) those with right of abode in the United

ii)

iii)

Kingdom;

those with right of abode in a dependent

territory; and

the remainder.

7. This proposed solution for a three-tier system of

citizenship is very similar to one which has been

proposed by the Governor of Hong Kong but the Home

Office do not appear to have given it the serious con-

sideration it deserves.

8. Another important issue to be resolved is the

future status of those United Kingdom Passport Holders

from East Africa. The Home Office paper states that

they will not become British Citizens because this

would result in an unacceptable immigration commitment.

However the Green Paper said that changes in the

nationality law would not affect the Special Voucher

system for holders of UK passports from East Africa.

We can expect serious difficulties from the Indians in

particular if we give them cause to believe that we

intend to leave them with the whole responsibility for
