At my meeting with Mr Iuce this morning I referred to a note which I had written on proposals for the transmission of nationality to children born abroad. Copies of this note, dated 26 June, are attached for convenience of reference.

2. The matter is of importance, but not so important as the status of inhabitants of colonies, which we were discussing. I feel that HMG ignore the precedent of 1914 at their peril.

5. My favourite solution is the New Zealand model.

I put it to the Home Office, but they adhere to the Green Paper proposals.

The Home Office have agreed to our request to give

children born abroad to Crown Servants (i.e. Diplomatic

Service) the right to transmit their nationality to their

children born abroad. The only problem here is that if similar provision is not made for other classes of person (e.g. British Council staff, businessmen etc) the provisions to be made for our children may be attacked.
