1. I undertook to provide further papers on the Hong Kong attitude towards the changes in nationality law proposed in the 1977 Green Paper.

2.

I do not want to overburden the Minister, but he might find it helpful to glance at the following:-

(a) Sir D Roberts' despatch of 7 July 1978 and its

enclosures (which can be regarded as Confidential rather than Secret).

(b) My minute of 15 June 1979 recording Sir M MacLehose's

discussion with Mr Raison.

(c) FCO tel No 487 to Hong Kong and the Governor's

reply in Hong Kong tel No 945. The latter provides a very concise statement of the Governor's reasons for/a 3-tier system, and for retaining the title "Citizen of the UK and Colonies" for those in the second tier.
