The following telegram has been sent today to the Foreign and Commonwealth Secretary:

"We wish; on behalf of the people of Gibraltar as

a whole, to communicate to you immediately our grave concern and dismay at the proposal to alter our citizenship status contained in the Green Paper published today. Representations will be made as soon as it has been possible to study the proposals in detail and discuss them with representative bodies in Gibraltar.

A detailed study of the proposals contained in the Green Paper on citizenship has been initiated with a view to the preparation of a Memorandum containing representations to be submitted to the British Government as soon as possible. Local Representative Bodies will be consulted on the draft Memorandum.
