Fthnic Vietnamese seem likely to continue
to try to escape fror Vietnam whenever the opportunity arises, regardless of the moratorium. Those from the Cam Fanh Pay area northwards would come to Pong Kong in small motorised vessels, following the Fainan Island- Guangdong coastline.

Many more ethnic Chinese Vietnamcse resettled or staying in China, of whom there are at least 250,000 are likely to continue in their efforts to reach Fong Kong, because of dissatisfaction with life in China and bores of resettlement overseas. Whether they are successful will depend on China's readiness - and ability to halt such rovement.
