Overseas Chinese shipping syndicate in Fond
Kong have been approached, via intermediarics in Southern Vietnar, and offered an extra tael of gold per head to that paid to the HUFY FCNC and other syndicate ships, for transporting Chinese from Vietnam by a large vessel. We believe that Singapore is becoming the preferred venue for syndicate operations hecause of Hong Kong's new laws and the easier telecommunications with Vietnam.

No hoats have arrived direct from North Vietnam since the moratori, the only arrivals being Since the repatriation to China 14 boats from China.
on 20 Serterber of 733 ethnic Chinese previously settled on farms in China, no boats have arrived from Chinese communes, suggesting that China may have taken measures to prevent any repetition.

If the moratorium were lifted or relaxed significantly, of the cstimated 800,000 ethnic Chinese still in Southern Vietnam, many of those living north of the 120 parallel could come to Fong Kong, despite unfavourable winds, (which do not affect motorised vessels to the same extent as sailing vessels) by bugging the coast around Fairan Island and along the Guangdong seaboard. These from the Ho Chi Minh City area may head for other countries, but some may still prefer Hong Kong because of its continuing 'open-door' policy. Because of the profit margin, 'olstered by rising gold prices, large shir syndicates ray again attempt to transport ethnic Chinese out of Vietnar either to Pong Kong, Indonesia or the Philippines, if the Victnamese Government ends the moratorium. Kong arrivals would be likely to be of the SFNC CEFONG type, arriving without warning, without captain, crew or gold, in order to avoid the rigour of the new Feng Kong lays and the practice of confining passengers on board ship for a long period.
