UK (VOLUNTARY) CONTRIBUTION TO UNHCR'S 1980 GENERAL PROGRAMME

ESSENTIAL BACKGROUND

1. The Secretary of State has approved a draft Aid Framework

which includes provision of £4.6 million (about £4.97 million

at 1980 prices) for a contribution to the UNHCR 1980 General

Programmes. But, Ministers may not reach final agreement on

the Aid Framework in time for an announcement in November.

2. A new factor is the recent revision in the UNHCR's estimate

of the cost of the programmes from $209 million to $234 million.

The following figures suggest that UK has been relatively

more responsive than other major donors to UNHCR's increasing

financial needs.
