POINTS TO MAKE
1. We still hope to make a firm pledge at the UN General Assembly's Pledging Conference on 16 November. If delay
is unavoidable, we shall make known our intentions as soon
as possible after the Conference.
We will be as generous as our financial circumstances
allow.

If pressed: The shape of the Aid Programme, from which UK provides humanitarian assistance as well as development
ald, is under review. Great care is being taken over the
apportionment of limited resources, Hurry might disadvantage
worthy causes.

Mr de Haan might be asked:
i) if trend toward earmarking of pledges for
specific general programme activities,
eg Indo-China related, is creating problems; and
ii) if the Japanese undertaking to fund half the cost of the 1979 Indo-China refugee programme will allow any considerable balance of resources to be carried forward to meet 1980 requirement.
