NICARAGUAN GOVERNMENT APPEALS TO ICEM FOR HUMAN RESOURCES

In letters dated 23 August the Ministers for Foreign Affairs and National Planning of the Government of Nicaragua requested ICEM's urgent assistance in providing suitably qualified human resources to participate in Nicaragua's reconstruction. Through its Return-of-Talent and Selective Migration Programmes ICEM is requested to provide special- ized personnel to take up key posts in a variety of fields. Highly qualified professionals, middle-level technicians and skilled workers are required in the fields of planning and development, education, health, natural resources, agriculture and cattle breeding as well as administration of state-owned enterprises.

According to the request of the Nicaraguan authorities, suitably qualified candidates should be selected among the Nicaraguan nationals living abroad, other Latin American nationals who are either studying or working abroad, and European professionals and technicians who would want to participate in the reconstruction process and lend their experi- ence and know-how to the rebuilding of the Nicaraguan economy.

ICEM stands ready to implement such a special selective migration programme to assist in Nicaragua's reconstruction. This action would be in line with ICEM's policy to determine and try to help fulfill the exact requirements of each of its Latin American member countries for highly qualified migrants.

On 30 August, ICEM Director James L. Carlin sent a message to cer- tain selected governments and other interested entities appealing for special contributions to cover the cost of selection, processing, trans- portation, placement and integration of the skilled manpower required for the reconstruction and development of Nicaragua. The Director stressed Nicaragua's compelling need for manpower and urged the govern- ments to respond generously and promptly to his appeal. ICEM's efforts, he said, would complement aid from the United Nations and other organi- zations engaged in assisting the people of Nicaragua to rebuild their country.

FIRST MEETING OF LIAISON GROUP FOR INDOCHINESE REFUGEES

The ICEM Director and three senior officials participated in the first meeting of the Liaison Group for Indochinese Refugees and Dis- placed Persons held in Geneva on 21 August 1979 under the chairmanship of Mr. Dale de Haan, Deputy U.N. High Commissioner for Refugees. The meeting was attended by representatives of U.N. specialized agencies involved in the programme of assistance to Indochinese refugees as well as the International Committee of the Red Cross, the League of Red Cross Societies, the International Council of Voluntary Agencies and the Ameri- can Council of Voluntary Agencies. Much of the meeting dealt with the "quality of life in the camps" and the improvements which were necessary.
