1. The PS to the Chancellor of the Exchequer has asked for

a draft reply to a letter of 29 August addressed to the

E35A Chancellor by Mrs A C Grasmeder, who asked why £5 million of

taxpayers' money is being made available for the UNHCR's

Vietnamese refugee programme at a time when Government expend-

iture is being cut back in this country.

Recommendation

2. I recommend that the Private Secretary should write to

PS/Chancellor of the Exchequer on the lines of the attached

self-explanatory draft.

Background

3. Mrs Grasmeder originally wrote to the Chancellor of the

Exchequer on 9 August. The Chancellor's office referred her

letter to the FCO and South East Asian Department sent her

their standard reply. This has apparently not satisfied her

The Go and the Chancellor's office now wish to send her a reply

themselves.
