I am writing on the Prime Minister's behalf to thank you for your letter of 17 July, in which you were good enough to convey the text of the resolution passed by the National Board of the Council of YMCAS on 14 July about refugees from Indo- China.

I expect you are already aware of the Foreign and Commonwealth Secretary's statement in the House of Lords yesterday regarding -the Government's approach to the United Nations-sponsored meeting

in Geneva about the refugee problem which has been convened on the Prime Minister's initiative, but you may wish to have the enclosed text of what Lord Carrington said.
