contributions through UNDP, there would simply be a reallocation of
funds within the organisation: so that other developing countries
would stand to lose, proportionately as well as Vietnam.

The UK has always taken the view that political considerations
should play no part in the deliberations of governing bodies of
UN technical agencies. In any case, developing countries who have the majority voting power in all UN bodies could be expected always
to close ranks in defence of one of their number singled out for
attack by a major developed country such as the UK.
COME CON

COME CON development assistance is considerable, though largely
consisting of commercial credits in a rouble trading account. Development assistance and food aid may already be twice from the
West ( 150 million project and technical cooperation; % 200 million
food aid).
