FOINTS TO MAKE

UK Commitment

1. Will take a further ten thousand refugees, from Hong Kong where over (6,000 avait resettlement over period to be agreed with the Governor. Overall commitment about fourteen thousand.

2.

We will make a further £5million available for South East Asian refugees over the next 12 months. Detailed decision on allocation will depend on developments at the meeting: but we would be prepared

to make a contribution to scheme for subsidising resettlement in developing countries.

3. If pressed 7 It is not possible to say how soon the additional refugees will reach UK.

Time scale to be agreed with

Hong Kong: Guarantee of movement important: only 5,384 refugees have left Hong Kong so far in 1979.

4. Hong Kong now has about a third of all boat refugees. have a fair share of the countries resettlement programmes.

The existing recipient countries have a limited capacity. Others including developing countries should contribute. that Argentina and Belize 7 are ready to make such an offer. UNHCR may need to call on states to provide funds to cubsidise

such settlement.

We are prepared to contribute to such a fund.
