I enclose a copy of a letter which has been addressed to the Prime Minister by the Bishop of Tinisa, calling on the Government to admit at least 15-20,000 Vietnamese refugees.

I should be grateful for advice on a reply which the Prime Minister might send to Bishop Moverley. It would be helpful if a draft, agreed with the Home Office, could reach me not later than 1700 on Friday 20 July.

I am sending a copy of this letter and enclosure to Tony Butler (Home Office).
