Washington will obviously be in a stronger portion to make effective representation if they have a UK decision to give positive help belind them. In the hope that such a decision will come out of the Ministeral discussions this week end, I suggest that we should ash Washington to delay action in the same
same way that we hew already uished Paris, Rome and The Hague to hold it. I attach a draft telegram
