You may recall that when the Governor learnt that the Americans were proposing to make a for bigger inwense in the offtake of refugees from Thailand, Malaysia and Indonesia them from Hong Kong, he asked if the Embassy - Washington could take this up with the State Department (HK tel nos. 867 and 871 - folios 1215 and

nos. 1221 A below). We ashad Washington to act accordingly (Frotel no 765 to Washington- folio 1228). Washington said that before taking action they would like to know what UK pledges were made - Tokyo (Washingtortel no 1726-folio 1232). This still remains unanswered, though Washington will

know how little commitment was
