In your letter of 14 June you asked for advice on three

aspects of the Vietnamese refugee problem. Our comments

I4886 POİnts are as follows:

(i) The Prime Minister has now agreed (your letter of

18 June) that the Japanese should be given the

assurance which they have requested, that we will

give "most sympathetic consideration" to appli-

cations from any of the refugees on the Norse

Viking who wish to come to the United Kingdom.

This

assurance has been conveyed to the Japanese

whom we expect to be willing in return to allow

the refugees to land at Osaka pending resettlement.

We understand that only six of those on board the

Norse Viking are likely to want to come to this

country; we assume that these would be acceptable

under our existing quota.

(ii) on 18 June the Prime Minister sent a further

message to Dr Waldheim urging him to convene a

conference. The Foreign Ministers of the Nine

agreed the same day in Paris to approach the

(UNHCR) United Nations High Commissioner for Refugees to

ask for a conference to be convened under the

aegis of the United Nations. (This question wilL

probably also be discussed at the European Council

Meeting in Strasbourg on

21 June). We have

also continued to urge other countries to support the Prime Minister's proposal, As regards the
