VIETNAMESE REFUGEES: ADVICE TO THE PRIME MINISTER

1. In the light of Mr Blaker's meeting this morning, I submit a draft reply to Mr Cartledges letter of 14 June. As agreed, this promises further advice later in the week. Mr Blaker agreed that a further draft letter, incorporating such advice, should ideally be discussed by the Lord Privy Seal with the

Home Secretary, bearing in mind Mr Woodfield's letter of

18 June to Mr Cortazzi.

UKMIS Geneva Telno 211, reporting Mr Blaker's discussions in Geneva, is attached.

3.

No 10 are now asking for this letter by lunchtime today.
