I also note that you are considering proposals whereby these refugees who are working should receive no food or cash allowance, the onus being on the refugees to show that they are not working. I agree that such a scheme should be worked out, taking into account the fact that some camps may not be in areas where jobs are available and also the overall proviso that it might become necessary to withdraw permission for refugees to work. The scheme will therefore require careful explanation to those involved. Should you wish to consult the Labour Department, please ask the Director of Immigration to make the necessary introduction.

Finally you said that there were plans in hand to increase the permanent staff in your office by one but that it was not the intention to post a staff member permanently to Macau. I should be glad to know when you have details of the arrival date of this additional officer.
