VIETNAMESE REFUGEES

At our meeting on 7th June you clarified the position as regards the 6,086 refugees some of whom may have spent a little time in China on route from Vietnam. You said you have now started to process these and had increased your staff to do this. You also said you could do with additional interviewing staff for these cases, and for all other arrivals. I asked you to let the Director of Immigration have a job description and details of qualifications for such staff so that we could see how we could help.

You confirmed that UNHCR would reimburse the Hong Kong Government at the rate of $6 per head per day in respect of the Sibonga refugees while they are ashore in Hong Kong awaiting their departure to resettlement countries. We will advise you separately of the precise cost.

As regards further accommodation you said that as requested by the Governor during his visit on 28th May you have plans to expand Sham Shui Po Camp and Jubilee Buildings. You also said that you and Mr. Bradley are meeting on 11th June to discuss the Hong Kong Government's further proposals in view of the continuing influx of refugees «

I am, however, distrubed to hear that you have as yet received no reply from Geneva on the question of UNHCR's readiness to continue to honour its commitment, given in 1978, to care for all Vietnamese refugees arriving in Hong Kong. Even now UNHCR is only caring for 13,484 out of a total of 45,778 who are here and your own future plans only provide accommodation for 30,000 refugees in your camps.

More immediately, I am concerned about your consequent inability to take over Kai Tak North Camp, and the considerable mumber of further camps which the Hong Kong Government is being forced to open
