2. The draft reply is based on information supplied by the Hong

Kong Government. The figure for those who have been allowed to settle

permanently in Hong Kong is higher than the figure of 9,200 quoted

in reply to Mr Parry's question on 11 June. Since passing the

information on which the earlier reply was based the Hong Kong

Government have done further work on the figures. It appears that

they had originally underestimated, by about 1,700, the number of

Vietnamese who were in Hong Kong at the time of the Communist takeover

in South Vietnam, and were allowed to stay. I will be submitting an

explanatory letter to Mr Parry.
