NOTE ON UNHCR MISSION TO
THE SOCIALIST REPUBLIC OF VIET NAM
(25 to 31 May 1979)

A note on the UNHCR mission to South East Asia, dated 22 March 1979, inter alia
informed interested Governments of discussions with the Vietnamese Government regarding
the orderly departure of persons wishing to leave Viet Nam. It will be recalled that
this earlier mission led by the Deputy High Commissioner was undertaken to pursue some
of the urgent measures which the Consultative Meeting on Refugees and Displaced Persons
in South East Asia, held in Geneva on 11 and 12 December 1978, had concluded were
needed in order to attain durable and humane solutions to the problem of such refugees
and displaced persons.

Following consultations with a number of concerned Governments, a second
UNHCR mission, also led by the Deputy High Commissioner, visited Viet Nam from
25 to 31 May 1979. During the course of this mission, the Vietnamese authorities
informed the UNHCR team that the substance of the announcement of 12 January 1979 1ƒ,
which included reference to the acceleration of the solution of family reunion cases,
had been reaffirmed by a subsequent Government decision on 19 March 1979.

A Memorandum of Understanding between the Vietnamese Government and UNHCR
conceming the orderly departure of persons wishing to leave Viet Nam, the English
text of which is set out in the annex to the present note, was concluded during this
mission. Detailed discussions were also held on the practical modalities to implement
this Memorandum of Understanding.
