I am writing to you as a "known neme" in the High Commission and should be grateful if you would pass this letter and enclosure on to whoever in the High Commission is interested in the abjeat of refugees from Indo China.

2. At the recent ADB Annual Meeting in Manila, where most of the proceedings were taken up by set speeches by the Governor of each of the Bank's member countries, the Governor for Hong Kong devoted nearly all his speech to the problem of the Indo China refugees. We sent a telegram from Manila on Friday 4 May to FCO, copied to Kuala Lazyar, Bangkok, Jakarta and Singapore, advising that this had happened. Copies of the apɑsch have been given to FCO, and to our Embassies in Jakarta and Bangkok by hand of Christopher Fogarty. I now enclose a copy of the speech for your information.

3. I am copying this letter and enclosure to J M Gilmartin in BHO Kuala Lumpur with a similar request to that in paragraph ↑ above, and also to R JT MoLaren in FCO's Hong Kong and General Department.
