The refugee caseload for resettlement at the time was 129,000 in Thailand and some 45,000 in other territories in the

region (including 4,000 in, Hong Kong).

The UK was represented at the Conference by Mr Evan Luard,

then Parliamentary Under Secretary of State at the Foreign and Commonwealth Office. The Hong Kong Government was represented

on the UK delegation. Mr Luard reported the outcome of the

Conference to the House of Commons on. 5 December 1978 (Hansard
