I enclose a copy of a letter addressed to the Prime Minister by the Save The Children Fund. The publicity given to this letter is one of the factors which led the Prime Minister to intervene in the problem of the refugees on board MV Sibonga. The Prime Minister now wishes to take up the offer by the Save The Children Fund to assist in the handling of children amongst those refugees. She would like to write personally. I would be grateful if you could let me have a draft reply this afternoon.

I am sending a copy of this letter and enclosure to Stephen Wall (Foreign and Commonwealth Office).
