any representations we make to the Vietnamese about stopping the exodus from Vietnam has implications for the sensitive question of emigration from the Soviet Union. It might be better not to speak of stopping the exodus but rather of reaching agreement on the destination of the refugees and better arrangements for the exodus.

g. The Prime Minister wants further detail about the ships and turbo-generators for Vietnam which the last Government agreed to provide under the Aid/Trade contingency provision. We are pursuing this urgently with ODA who will be submitting to Ministers.
