Mr Begin and Mr Dayan's attitudes were hardening on the

establishment of autonomy on the West Bank and Sinai and

Israel's activities in the Lebanon were calling into question

the functions of the UN forces. He hoped that Japan,

together with the European Community and the US, could make

clear that in such a delicately balanced situation Mr Begin

must move forward to a point where comprehensive settlement

could be seen by the moderate Arabs as even a possibility
